The City of Pula-Pola

The City of Pula-Pola is more than 3000 years old and was built on a hill Castle where was built first hill village, fort of Histrians. In addition to the circular shape of the two main city streets, from prehistoric ruins, there was nothing left and real history began with the Romans. The official name of the City was Colonia Pietas Iulia Pola, and had all the functions and structures typical of the Roman settlement of immigrants. The City on the southwestern end of the Istrian peninsula has evolved to the inner part of a wide gulf and a naturally well-protected port (depth up to 38 m), which is open to the northwest with two entrances: from the sea and through Fažana channel.

Today's area of ​​Pula is 5.165 ha, of which 4,150 ha on land and 1,015 ha at sea, bounded from the north by islands Sv. Jerome and Kozada, City areas Štinjan, Veli Vrh and Šijana forest; the east area Monteserpo, Valmade, Busoler and Valdebek; from the south the Old gas Plant, marina Veruda and island Veruda; and from the west Verudela, Lungomare and Musil.

The City has a Mediterranean climate with mild winters and warm summers with average insolation 2,316 hours per year, or 6, 3 hours a day, with an average annual temperature of 13.2 ° C (average 6.1 ° C in February to 26.4 ° C in July and August) and the temperature oscillations of sea from 7 to 26 ° C.

The City of Pula-Pola as traditionally the most developed economic centre of the Region of Istria, based economic development on the shipbuilding industry, today widely known in the global shipbuilding market. Production activities in Pula are diverse, from the production of cement and glass to the food and textile industries. The City has also developed service industry in construction and trade and transport services.

An activity that in the last thirty years can not be bypassed when it comes to Pula is tourism. Features of the development of tourism are primarily in the geographical location of the City, the mild Mediterranean climate, preserved natural environment, clean water, good transport connections and a rich cultural and monumental heritage. Both in the City and the wider area, the tourist offer is diverse and offers a range of possibilities for a quality vacation. In the area of ​​Pula, mainly along the coast and in the City centre, is located a large number of hotels and apartments, campsites, children and Youth resorts, and several marinas. At a few kilometres from the town is one of the most famous national parks in Croatia, Brijuni Islands, and near the City of Pula-Pola are many resorts and small picturesque places, such Vodnjan, Medulin, Ližnjan, Premantura, Peroj, Fažana etc.

The Department of Information, International Cooperation and EU Politics

The City of Pula-Pola is, within the Office of the City, from 1 January 2012. within the Department of Information, International Cooperation and EU Politics decided to develop human resources in order to achieve more efficient involvement in the process of European integration.

Activities of the Department:

  • Human resources development in the EU domain
  • Professional consultation from the aspect of EU politics
  • Shaping of strategic city administration documents and project priorities
  • Coordination of city departments in the EU sector
  • Professional support to the city administration in the process of project planning and execution
  • Implementation of human resources development projects, keeping the public informed and EU politics promotion

The above stated activities contribute to the successful integration of our City and with it our country to the European Union, to the creation of greater mobility of people, to keeping of good neighbourly relations in the region and to opening up to new perspectives for future generations through cultural and experience exchange.

Department performs organizational, professional and administrative work for the protocol and public relations, business information, and activities related to the preparation and development of projects and programs of international cooperation and cooperation with the European Union.

The City of Pula-Pola is now working with the European Union the most in the form of participation in projects financed from various EU programs or realized with the help of foreign partner cities. Lessons learned in the development of project ideas and their concrete implementation are the foundation knowledge necessary for success in the future use of funding from the European Structural Funds since the Republic of Croatia became a full member of the European Union.

The City of Pula-Pola is involved in the implementation of projects financed by the European Union since 2004, and the joint work on these projects in recent years has established an enviable cooperation with various cities of the Adriatic region, especially those in neighbouring Slovenia and Italy, which are included in the EU program Adriatic CBC Cooperation.

The Region of Istra

The Region of Istra

The Region of Istria is one of 20 Croatian counties, administratively divided into 41 territorial units of local self-government - 10 towns and 31 municipalities. In its self-governing domain, the Istrian County performs works of regional significance, and especially works related to: education, health, physical and town planning, economic development, planning and development of the network of educational, health, social, and cultural institutions. The county carries activities of the regional (local) significance, in particular affairs related to: education, health, physical and urban planning, economic development, planning and development of a network of educational, health, social and cultural institutions.

The representative body is the Assembly of the Region of Istra, and the executive body is the President of the Region who has three Vice president of the Region. The headquarters of the Region of Istria is located in Pazin. Administrative bodies of the Istrian Region are administrative departments and Region's services established for the performance of works in the self-governing domain of the Region, as well as for the performance of works of state administration transferred to the Region. Their establishment is regulated by the general act in accordance with the law and the Statute, total there are fifteen. Administrative bodies are managed by Heads nominated by the Government on the basis of a public competition.

Back in 1994, the Region of Istria became a member of very important and influential international organizations such as the Assembly of the European Regions. At the same time, while performing activities within international organizations, it developed bilateral cooperation with different regions of Europe. Bilateral relations with influential regions and memberships in important international organizations have eventually led to a rich economic cooperation, i.e. specific projects developed in cooperation with foreign regions and participation in various programmes, especially those related to cross-border cooperation.

The Region of Istria so far experience is demonstrated in the selection and implementation of a large number of European projects. Thus, the Region has implemented more than 200 projects from European and other international funds. Department of International Cooperation and European Affairs in the context of available tenders prepare international projects and supports operators of the Region of Istria and external entities in relation to the preparation of projects in order to stand in available funds, a considerable attention was paid to timely and comprehensive preparation for running projects of the public, civil and the private sector in the EU structural funds.

In addition to proposing and implementation of European projects, Istria through the Administrative Department carried out a number of activities related to the training of personnel of the EU funds, the possibilities of obtaining EU funds, information on tenders, with the aim of strengthening the absorptive capacity of local and regional governments, agencies, various NGOs and civil society. Also, issue Euro Info Newsletter, cultivates relationships with Istrian emigrants around the world, and for young people, in addition to various training, it also carries out the Eurodyssee Youth Exchange programme. 

Administrative department also pays great attention to the activities of informing citizens, public administration, economy and civil society on the EU and important issues in the EU, through the website www.istra-europa.eu and in cooperation with the local media (TV, Internet portals, newspapers).

Istrian Development Agency (IDA) Ltd.

The Istrian Development Agency (IDA) Ltd. is the first regional, and one of the leading Croatian development agencies. IDA Ltd. was established on 14 December 1999 as an operational body entrusted with the implementation of development programmes of the Region of Istria and the Istria 21 Development Consortium. Registered with the Commercial Court in Rijeka on 29 May 2000, it became operational on 1 June 2000. The founders of IDA are the Region of Istria and nine Istrian cities: Buje, Buzet, Labin, Novigrad, Pazin, Poreč, Pula, Rovinj, Umag.

For many years IDA has been an essential agent of Istrian economic development. Its primary role lies in the stimulation of the development of small and medium-sized entrepreneurships in the Region of Istria through securing of financial support, holding of educational courses, developing of the entrepreneurial infrastructure, providing information and consultation services to entrepreneurs, offering services to prospective foreign investors and the implementation of different interregional and international projects aimed at creating of a favourable business climate in the Region of Istria.

The Istrian Development Agency (IDA) Ltd. was the first Croatian development agency to obtain an ISO 9001:2000 certificate for complying with the international quality management system standards. The certification was conducted by SGS ICS, which issued an ISO 9001:2000 certificate on 22 March 2004, certifying the compliance of IDA's quality management system with the requirements of this international standard.
Commissioned by the Region of Istria, IDA developed the Istrian quality (IQ) mark, a visual sign certifying quality, which was registered in 2005. Shortly afterwards, the project Istria Quality Apartments was presented - the guarantee of quality accommodation "Domus Bonus".

In May 2005 IDA launched, under the title "Guarantee for Success", the first line of credit within the Guarantee Consortium "Istra 21", the first regional guarantee scheme in Croatia designed in IDA.

In 2005 the Region of Istria selected IDA to act as the development coordinator of the Regional Operational Programme (ROP) of the Region of Istria. The ROP was developed during 2006 and the Regional Assembly adopted it on 11 September 2006. The document was printed in April 2007.

Since June 2007, IDA is a member of Coordination of Regional Development Agencies of the Adriatic statistical regions - RAJ. With IDA, Coordination form also the Regional Development Agency of Dubrovnik-Neretva County DUNEA Ltd., the Regional Development Agency PORIN Ltd. from Rijeka, Zadar County Development Agency Ltd. ZADRA, Regional Development Agency of the county Šibenik-Knin and the Regional Development Agency of Split-Dalmatia County.

Since October 2009, as part of the IDA was established METRIS - Research Centre for Materials of the Region of Istria.

In September 2010, IDA was appointed by the Ministry of Agriculture, Forestry and Water Management as a regional coordinator of development of the Regional Operational Programme (ROP) for the period from 2011 to 2013.

As a One Stop Shop for potential foreign investors, in 2007 IDA was included in MINGORP's ICPR project - "Development of Investment Climate". In 2010, 2011 and 2012 has done a number of activities aimed on improving the investment climate, among other things, was improved website intended for investors and was made a promotional film and materials intended to promote the Region of Istria as a desirable investment destination.

Istrian Development Agency (IDA) Ltd. through the implementation of the project Adriatic Cluster Club (IPA Adriatic Cross Border Cooperation 2007- 2013) in the first half of 2013 was established and equipped office space in Zagrebačka street 30, in Pula. The office is located above METRIS - Research Centre for Materials of the Region of Istria, and the total size of office is 501.99 m2. These business premises of IDA is the Technology Incubator, which acts as a business incubator, and his work is focused on helping small entrepreneurs to realize their entrepreneurial initiatives in the initial stage of growth and development.

The Foundation for Partnership and Civil Society Development

The Foundation for Partnership and Civil Society Development

The Foundation for Partnership and Civil Society Development is a non-profit organization that encourages international and cross-sectoral cooperation and networking, and develops awareness of philanthropic and democratic values, all of this in order to develop a local community to fit the needs of all citizens. The Istrian Region established it on the 4th October 2006. Mission The mission of the Foundation is to create an active civil society that collaborating with public and private sector contributes the development of local communities. Vision The vision of the Foundation is a well-developed local community that fits the needs of all citizens.

The Foundation has three essential functions:​ 

a)  INFORMATIONAL: provides current information on civil society through its website, social networks (Facebook, LinkedIn), publications, press releases and announcements and the monthly newsletter 'E-trokut'. In addition, the Foundation’s team is available for inquiries every weekday. 

b) EDUCATIONAL: organizes and participates in workshops, seminars, roundtables, and other events on the topic of civil society in order to encourage dialogue between all participants in the community. The Foundation draws up and implements projects in association with national and international partners, thus allowing transfer of European experiences and knowledge to the local level. 

C) FINANCIAL: invites tenders for projects and civic initiatives by civil society organizations all-year-round, thus contributing to the improvement of life in the local community. The Foundation awards funds to the highest quality applications, based on the pre-set and publicly available criteria. 

Values that are the basis of the Foundation’s activities are:

Foundation during his business established cooperation with various stakeholders and developed a high-quality models of financing:

  • Since 2006, co-financed from the budget of the Region of Istria.
  • 2007. was launched 'Fund of Cities and Municipalities' in cooperation with cities and municipalities in the Region of Istria. From this fund, twice a year announces the competition "Small projects for a better tomorrow”.
  • since 2007 implemented a decentralized model of providing financial support in cooperation with the National Foundation for Civil Society Development, and the tenders can be submitted by civil society organizations from Istria, Primorje-Gorski Kotar and Lika-Senj County. After a decentralized model is a tender for the civil initiative "Our contribution to the community 'and twice yearly competition for projects' Social capital community.
  • 2010. was launched Philanthropic fund "Friends of Istria" in cooperation with businesses who recognize the importance and role of civil society, and operate according to the principles of corporate social responsibility. For this Fund, is a tender annual.
